So restricting the download of a particular file to one time per x minutes per IP address seems to make sense.

I like the idea, but I think you should also add a captcha before download.

I have followed several instructions on the internet of how to connect the ps3 controller, I have downloaded the drivers i need and such but when i try to play silent hill on ePSXe only the analogue controllers work when none of the buttons do anything, I have set up the controller in the control panel and when i press the buttons in the test it seems to work.
